Honorable Mayor Noel Anthony Magsanoc Geslani, "Noel" as he is fondly called is the only child of Director Gil De Lune Geslani and Mrs. Trigedia Heidi Del Rosario Magsanoc, a retired school teacher and administrator. Born last February 10, 1969, Noel was raised having fear of the Lord, owing it to his devout Catholic family. He imbibed the character of a strong-willed personality and steadfast in spirit as his father, attuned with the meek and humble of heart of a tender loving mother. Being a child grown in Pobiacion, Noerwas early exposed to the realities of tle world. At an early age he already learned to live by the values of responsibility and propriety. His association with people earned him the title "Friend of the Masses" and "Champion of the Poor," His primary years of education were spent in EDNAS school in Dagupan City. This formation gave him the chance and opportunity to have the basic education of one of the best and holistic educational institutions in the region. His secondary education however, was spent in Agno Valley College, the school where his father was the director. During this period, Noel advances his prowess not only in sports but also in academics. Noel earned his Bachelor of Arts Major in Philosophy in DE LA SALLE UNIVERSITY in Manila last 1991. His exposures in a highly urbanized and caliber educational institution gave him an edge in his desire to be in public service. He pursued his studies in ASIA CAREER taking up Business Administration enhancing his personal capability and managerial adeptness. Mayor Noel's marriage to Madam Marilou Paz Balanga, a DILG Officer, was blessed with four children, namely, Paulyn Mae, Sigmund Freud, Feta and Noelle Anthonette. The family lives a decent simple life in their ancestral house at Barangay Poblacion. Aside from being a government employee of his wife, Noel then was employed as a College Instructor in Perpetual Help College, then as School Registrar at Agno Valley College and finally as an Account Officer of Pangasinan Bank, Malasiqui branch.

The political career of Mayor Noel started on the year 1992 when he vied for municipal councilor and emerged as the number one. He served for six years completing two terms, after which three years were spent in private life. He made his way back in politics in 2001 and garnered the most number of votes as municipal councilor. Mayor Noel completed his three terms as municipal councilor maintaining the topmost rank. Because of his multiple achievements and dedication to his work, he was chosen to be one of the best Legislators of the Country. Noel did never settle for less, he sought to serve his people more; so in 2010, as mandated by people, he became the municipal Vice-Mayor. Being the presiding officer of the Sangguniang Sayan; he has rightly led its members and came up with so many projects and accomplishments that benefited most of our townspeople. As the leadsman of the Lawmakers, Noel always see to it that those who have less in life must have more in law, seemingly, a guiding principle of the champions. Learned, experienced and principled, Noel embarked on his biggest fight against the titans. In May 2016, the people of Malasiqui have spoken, they opted to have as their "Champion" and "Friend," HONORABLE MAYOR NOEL ANTHONY MAGSANOC GESLANI. it is the most cherished dream of the townspeople to have him pave the way for "Pinabli ka Malasiqui."


Functions
The Office of the Municipal Mayor is responsible to the following:
  • 1. Exercise general supervision and control over all programs, projects, services and activies of the Municipal Government
  • 2. Enforce all laws and ordinances pertinent to the effective governance of the municipality
  • 3. Initiate and maximize the generation of resources and revenues and apply the same to the implementation of development plans, program objectives and priorities as provided in Section of the Code, particularly those resources and revenues programmed for agro-industrial development and countryside growth and progress
  • 4. Ensure the delivery of basic services and the provisions of adequate facilities as provided in Rule V of these rules
  • 5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance
