Our Vice Mayor, Armando Cabardo Domantay Sr., was born on the 22nd of November 1956 at Malasiqui, Pangasinan, and has been married to Ma. Assunta Alcantara – Domantay with seven children. He finished two College degrees: Bachelor of Laws at University of Pangasinan, and Bachelor of Arts at Luzon Colleges. He both passed the Licensure Exam for Teachers and Civil Service Professional. His professional experiences include being a faculty in his Alma Mater, Malasiqui Catholic School, in 1980; a College Professor at the Perpetual Help College in 1995; and as Consultant for the Office of the Governor from 2005 to 2007. He has affiliations in the following organizations: Mataraki Jaycees (former Treasurer), MCS Faculty Club (former President), Young Professional of Malasiqui (Member), and Pangasinan Holy Name Society (PRO).

His political career started in 1982 when he was elected as Municipal Councilor of Malasiqui, and was reelected to the same position in 1988. He became the Acting Mayor from March 28 to June 29, 1998 and was elected as Malasiqui’s Vice Mayor on June 30, 1998. He held this position until 2004. On May 14, 2007 he was elected as the Mayor of this Municipality which lasted until June 2016. From July 1, 2016 to present, he is the Vice Mayor of Malasiqui. As a public servant, he gained various recognitions and awards. The list goes as Most Outstanding Councilor in 1993 by the Supreme Drug Abuse Council Association Incorporation; Most Outstanding Councilor of the year in 1994 by the Supreme Humanitarian International Record; Outstanding Mayor in in 1997 by the Philippine Journalism; Most Outstanding Mayor in 2007 and 2008 by the Department of Education; Outstanding Mayor in 2009 by the Department of Education-ALS and by the PCL; Outstanding Mayor in 2011 by the Department of Education-ALS; and Outstanding Mayor in 2013 by the Department of Education-ALS and was declared a National Awardee by then Secretary Armin A. Luistro.


Functions
The Office of the City Mayor is responsible to the following:
  • 1. Be presiding officer of the sangguniang bayan and sign all warrants drawn on the municipal treasury for all expenditures appropriated for the operation of the sangguniang bayan;
  • 2. Appoint all officials and employees of the sangguniang bayan, except those whose manner of appointment is specifically provided in the Local Government Code;
  • 3. Assume the office of the mayor for the unexpired term of the latter in the event of permanent vacancy;
  • 4. Exercise the powers and perform the duties and functions of the mayor in case of temporary vacancy;
  • 5. Exercise such other powers and perform such other duties and functions as maybe prescribed by law or ordinance.
